Registrations

Registration of Birth

i. The registration of birth of a child under the Births and Deaths Registration Ordinance must under normal circumstances be made within three months of the birth. However, if a child of a citizen of Sri Lanka is born abroad, there is an additional requirement under the Citizenship Act that such birth should be registered within one year at the office of the Representative of Sri Lanka in the country of birth or at the Citizenship Division of the Ministry of Defence in Colombo and such children should obtain a Citizenship Certificate from the same Division.

ii. Therefore, when an application is made for the registration of birth under the Births and Deaths Registration Ordinance, a valid application for the registration of the child under the Citizenship Act should also be made. Such applications for Citizenship Certificates are forwarded to the Citizenship Division which will process the application and send the Citizenship Certificates to the same Embassy/ consulate for onward transmission to the applicant.

iii. If the application for registration of birth is made after 03 months, the reason for the delay should be given in writing at the time of submitting the application “B6”. If the application is made after 1 year, such applications are forwarded to the Registrar General in Colombo for a decision. In such cases an additional declaration form should be completed.

iv. For registration of a birth of a child of a national of Sri Lanka-born outside of Sri Lanka- the father or mother of the child should be a citizen of Sri Lanka at the time of the birth of the child. The father or mother of the child may make the application for registration of the birth which should be made in duplicate. The father must be present at this Mission to make the application.

Required documents

· Application for Registration of a Birth outside Sri Lanka (Citizenship 1 form). Declaration of Birth under Section 16 of the Birth and Death Registration Act (Reg: “B4” form)

· Original Birth Certificates of the parents

· Sri Lanka passports of the parents

· Original Marriage Certificate of the parents

· Original Indian Visas of the parents

· Original Birth Certificate of the child, issued by the Indian authorities

· Declaration of Citizenship of father/mother, in triplicate.

· Two photos of the child, completed form “C” and a letter of consent from the father/mother of the child, as appropriate, if the child’s name to be included in either mother’s or father’s passport.

· In case of an application made after three months and before one year of the birth, Reg “B6” form, in duplicate.

Registration of Deaths outside Sri Lanka

You are required to submit the following documents for Registration of Deaths of Sri Lankan nationals who have passed away outside Sri Lanka.

Duly perfected application – (Form Registration (B 11)

Passport of the deceased issued by the authority of Sri Lanka with valid visa for India (held by the deceased at the time of his/her death).

Death Certificate issued by the authority of country where the Death occurred (India) and a copy of same.

Fee;INR.400/-

Registration of Marriages in the Mission

One of the parties to the marriage should be a Sri Lankan Citizen and should give Notice of Marriage to the Mission. (Forms are available at the Mission).

The marriage may be registered in the Mission after a lapse of twelve (12) working days from the date of receipt of the Notice of Marriage and within three (03) months from such date. Valid passports of both parties should be produced.

Two (02) witnesses with photo identification documents should also be present.

The originals of the following documents are required for the registration of a marriage:

a. Passport

b. Unmarried Certificates from both parties

c. Notice of Marriage

d. Proof of Residence

e. Affidavits of Unmarried

Marriage between two Sri Lankan Citizens

· Original Birth Certificates with English translation of the Bride & Bridegroom

· Both parties should obtain unmarried Certificate attested by the Consular Division, Ministry of -External Affairs, Colombo

· Two witness with their Passports

Marriage between a Sri Lankan citizen and non - Sri Lankan Citizen

· Sri Lankan citizen should obtain an unmarried Certificate attested by the Consular Division, Ministry of External Affairs, and Colombo.

· The other party to the marriage is required to obtain an unmarried Certificate from the government of his /her country attested by the Sri Lankan Mission in that Country

· English translation of the Birth Certificates of the Bride & Bridegroom

· Two witness with their Passports

· Fee;INR.900/-
